EIB loan for Helsinki airport rail line project

The 18-kilometre Ring Rail Line will provide cross-town rail service as well as a link to Helsinki-Vantaa Airport via 8 kilometre tunnel under the airport.Other financing for the Ring Rail Line will come from the City of Vantaa and the Finnish Government.
The Ring Rail Line will connect the Finnish capital to the airport and the Aviapolis business park. In total, four new stations will be built, enabling trains to run at 10-minute intervals in peak hours and at speeds of up to 120 km per hour. The rail link is expected to reduce road traffic, bringing substantial environmental benefits.
The rail line is an EU priority Trans European Transport Network (TEN-T) project and is part of the Nordic Triangle scheme upgrading road, rail and maritime infrastructure in Finland and Sweden.
“The EIB is pleased to support this important project, which will enhance the airport infrastructure and greatly improve suburban transport links in the greater Helsinki region,” said EIB Vice-President Eva Srejber.
Earlier this year Ring Rail Line project was put on halt because of Glycol breakdown products were seeping into the tunnel that was being excavated under the eastern runway at Helsinki-Vantaa Airport.
Work in the tunnel was resumed only last week, after two months of inactivity. According to the Finnish Institute of Occupational Health, the concentrations of the harmful substances in the soil are quite small.
According to the official statement that has been distributed on 6 October 2010, the probable origin of the glycol is aircraft de-icing fluid.
Mixed with oxygen glycol breakdown products facilitate microbial growth in the water seeping into the tunnel and on walls. The resulting microbe population contains high bacteria concentrations.
There were concerns that the microbe population may cause major delays in the Ring Rail Line project.
The Ring Rail Line project is being conducted under the direction of the Finnish Transport Agency's Rail Department. Cooperation partners are the City of Vantaa, the Finnish Transport Agency's Road Department and Finavia.
The line will go into operation in June 2014.
