First Middle East high speed rail project awards contracts

The contract to Scott Wilson, the international design and engineering consultancy for the built and natural environments, is valued at $23.2 million (€16.2 million) over the next five years. Scott Wilson will provide technical, specialist engineering and programme management support services to the SRO.

This is the first high speed rail programme in the Middle East and is a 320 kph railway linking the cities of Makkah, Jeddah, the new King Abdullah Economic City and Medina, as well as the International Airport in Jeddah.


Five stations will be built in the first phase, including downtown stations of the cities of Makkah and Jeddah, King Abdul Aziz International Airport and Medinah.

Foster + Partners and Buro Happold joint venture will design four stations.

SRO earlier has released the tender documents for Phase 2 of HHR that calls for the construction of track, signaling, telecommunications, electrification and operational control centre. The tender also includes the procurement and maintenance of trains and the infrastructure for 12 years.

The bidders competing for Phase 2 are as follows: Saudi Binladin Consortium (German), Badr Consortium (Korean), CSR Consortium (Chinese), Al Shoula Consortium (Spanish) and Al Rajhi Consortium (French).

The bidders have until end of January 2010 to submit their technical proposals.

"The work by Al Rajhi Alliance is well underway for the construction of Phase 1 Package 1 of HHR, which includes the civil works along the 450 km railway alignment. Phase 1 Package 2, which includes the design and construction of four Stations is in progress with Fosters and Buro Happold carrying out the detailed design of the Stations. By February 2010, SRO aims to release tender documents for the construction of the Stations", said President of SRO H.E. Abdulaziz Al Hokail.
